§ Lieut.-Colonel HEADLAMI am aware that inadequate signalling, like other faults on the part of drivers, may cause accidents. Proper signals by hand, however, are, in my opinion, adequate for their purpose, and my hon. Friend does not, as at present advised, propose to make the use of electrical or mechanical signals compulsory. This is in accordance with the unanimous recommendations of the Departmental Committee on Traffic Signs which considered this subject.
