asked the President of the Board of Trade if he will consider the desirability of negotiating an international agreement to reduce the volume of the shipping tonnage of each country in proportion to the present volume of its overseas trade?

Mr. RUNCIMAN

I am afraid that my hon. Friend's proposal is not one which would find general acceptance.

Mr. HANNON

Has the right hon. Gentleman noticed the statement made by the head of a very important concern on this subject, suggesting the point in my question?

Mr. RUNCIMAN

That may be, but it takes more than one swallow to make a summer.
