asked the Secretary of State for India whether he is aware that during the year 1932 the number of persons whipped for offences connected with the civil disobedience movement in India exceeded 500; and whether he can state in how many of these cases flogging took place and the nature of the offences for which such punishments were awarded?

The answer to the first part of the question is in the affirmative. As regards the second part, whipping in India is inflicted with a cane in accordance with Section 392 of the Code of Criminal Procedure and was, I understand, given on the hand in many of these cases. The punishment was awarded mainly for offences such as theft, criminal trespass with intent to damage property, joining assemblies formed for unlawful purposes or continuing in them after they had been ordered to disperse.
