asked the Minister of Health whether the arrangements to be made under Clause 2 of the Housing (Financial Provisions) Bill will be available to promote the erection of working-class flats in London?

Section 92 of the Housing Act, 1925, to which the cited Clause is subsidiary, does not permit of the giving of a guarantee by a local authority in respect of large blocks of flats such as are referred to in the question.

Is it not desirable to get this amendment made in order to include them; will he consider the possibility of early amending legislation?

Under a, previous Act local authorities can advance up to 90 per cent. of the value of flats without a guarantee.

Are the Metropolitan boroughs or the London County Council prepared to do this, or does it mean that nothing is to be done?
