(for Mr. SMITHERS) asked the Financial Secretary to the Treasury whether consideration has yet been given to the recommendation of the Public Accounts Committee on the subject of the entitlement of officials to travel first class; and, if so, with what result?

Mr. HORE-BELISHA

The question of the extent to which first class railway travel at the public expense should be allowed to members of the four Services of the Crown has been under consideration and the following changes will take effect as from 1st May next.

The normal arrangement will be to restrict first class travelling:

  1. (1) in the case of the Civil Service, to officers in receipt of £1,000 inclusive per annum and above (for women £850 per annum);
  2. (2) in the case of the Navy, Army and Air Force to officers of the rank of Commander, Lieut-Colonel, and Wing Commander, and above. Officers below these ranks when necessarily travelling in uniform will be allowed the same privilege.
