Motion made, and Question proposed, "That this Schedule be the First Schedule to the Bill."

The CHAIRMAN

I have a manuscript Amendment handed in by the hon. and learned Member for Altringham (Mr. Atkinson), but I think I am right, if I do not misunderstand it, that this Amendment would make an alteration in the law as it at present stands. If that be the case, the Amendment is out of order.

Mr. ATKINSON

It is not an alteration of the law as it was intended to be.

The CHAIRMAN

I am afraid it is impossible for us to decide what was intended different from what was done. There may be differences of opinion as to what was the intention of the legislators of the time.
