§ Sir P. CUNLIFFE-LISTERThe introduction of a system of licensing traders in Zanzibar was one of the recommendations made by Sir Alan Pim. A scale of charges has been prepared, but I am informed by the British Resident that the Bill has been referred to a Select 1758 Committee of the Legislative Council, and that substantial alterations may be made in the scale before the Bill becomes law.
