asked the Secretary of State for Scotland whether, in view of the registration of the St. Andrew's Cross as the national arms for Scotland, and the doubts which have arisen as to the right of members of the public to display the lion rampant, which is registered as the Royal Arms of Scotland, he will consider the grant of an augmentation of an inescutcheon of the Royal Arms of Scotland to be added to the registration of the St. Andrew's Cross?

My right hon. Friend is not prepared to make a recommendation to His Majesty in the sense of the hon. Member's suggestion.

May I ask my hon. Friend if he will consider the necessity of making a definite pronouncement on the display of the lion rampant by members of the public?

I do not think that that question arises out of the question on the Paper.
