§ The CHANCELLOR of the EXCHEQUER (Mr. Chamberlain)Instructions have recently been issued with regard to the action to be taken on the recommendations of the Royal Commission on the Civil Service affecting existing temporary and unestablished clerical, typing and analogous staff. I am sending my hon. and gallant Friend a copy of the relevant Treasury circular, together with a copy of the report of the committee of official and staff representatives which considered the Commission's recommendations. Discussion on the other recommendations of the Commission is proceeding or about to commence.
