asked the Secretary of State for Foreign Affairs the present position with regard to the fulfilment by China of the terms of the Boxer Indemnity Agreement, with especial regard to endowments for educational purposes?

The Board of Trustees in China are at the present stage mainly concerned under the terms of the agreement with the provision of an endowment fund for educational purposes out of the proceeds of the loans made for railway and other productive enterprises in China. Regulations have been drawn up by the Board and approved by the Chinese Government for the purpose of safeguarding this object, but some time must elapse before any substantial sums are available from this source for educational purposes.
