asked the Financial Secretary to the Treasury the number of civil servants who have been transferred from other Departments to the Department of Customs and Excise during each of the past 10 months?

Can my hon. Friend say whether this process of transfer is being carried on regularly during ensuing months whenever a vacancy arises in the Customs Department, instead of appointing new civil servants?
