§ Major ELLIOTReplacement will be made where necessary, recourse being had to the normal methods of recruitment. So far as possible, however, these officials were taken from Departments where the work is declining or where it was practicable to effect economies which made replacement unnecessary.
§ Mr. MANDERWill not the right hon. and gallant Gentleman make inquiries in other Departments and see whether there is not more of surplus staff available for discharge?
