§ 4. Mr. MANDERasked the Secretary of State for Foreign Affairs if he will publish the special memorandum on League of Nations expenditure despatched by the British Government to States and members of the Council of the League of Nations?
§ Sir J. SIMONThe proceedings of the recent meeting of the Council on this subject will, when published, be available to Members in the Library of the House. In these circumstances I see no sufficient reason for the exceptional course of publishing the memorandum specially.
§ Mr. MANDERIn view of the extracts which have appeared in the Press, does not the right hon. Gentleman feel that it might be desirable to give them in full, unless they appear in the report?
§ Sir J. SIMONI am not sure that they will appear in full in the report. I think they will, but in any case I do not think that in the interests of economy I could justify separate publication.
§ Mr. T. WILLIAMSDoes not the right hon. Gentleman think it might discourage enthusiastic members of the League of Nations Union, unless they really know the truth?
