HC Deb 12 May 1932 vol 265 cc2087-9
Mr. LANSBURY

May I ask the Parliamentary Secretary to the Treasury how far it is proposed to go to-night, and what is the subject for debate on the Adjournment to-morrow?

The PARLIAMENTARY SECRETARY to the TREASURY (Captain Margesson)

We are asking the House to suspend the Rule because we want to make sure of getting the Report and Third Reading of the Children and Young Persons Bill. It is also intended to take the Report of the Ways and Means Resolution on the Silk Duties, which is, of course, exempted business. On the Adjournment to-morrow the Opposition desire to raise the subject of the Geneva Disarmament Conference, and the Secretary of State for Foreign Affairs will make a statement.

Sir P. HARRIS

Is there any precedent for taking a Resolution imposing new taxation after eleven o'clock?

Captain MARGESSON

There must be many precedents. Budget Resolutions are always exempted business, and can be taken at any time after eleven o'clock.

Sir P. HARRIS

They have never been initiated after eleven o'clock.

Captain MARGESSON

Budget Resolutions are taken on the day on which the Budget is introduced and sometimes are never even discussed. This Resolution has been discussed in Committee once.

Mr. MAXTON

Is it proposed to devote the whole of the Adjournment time to-morrow to the question of Disarmament? Will there not be the usual opportunity for other subjects to be raised?

Captain MARGESSON

It is in the hands of the House. The Geneva Conference is the only subject of which notice has been given, and when that is disposed of other subjects can be raised, provided notice has been given to the Minister concerned.

Mr. MAXTON

The Adjournment Debate fulfils a special function, and I cannot remember an occasion when it was announced in advance that the whole day would be taken up by one particular subject. That is virtually what the Parliamentary Secretary to the Treasury is telling us. There are other sections in the House besides the official Opposition which wish to raise matters for which the Adjournment provides the only opportunity.

Mr. SPEAKER

I do not know if the hon. Member is putting a question to me, but I shall give Members every opportunity of raising any question they desire on the Adjournment.

Motion made, and Question put,

"That other Government Business have precedence this day of the Business of Supply, and that the Proceedings on Government Business be exempted, at thi6 day's Sitting, from the provisions of the Standing Order (Sittings of the House)."— [Captain Margesson.]
