asked the, Secretary of State for Scotland if he is aware that the Scottish County Councils Association is of opinion that the Town and Country Planning Bill is unsuited to Scottish requirements; and whether he will consider introducing a new Bill, to apply to Scotland only?

Mr. SKELTON

My right hon. Friend has received a communication from the Association of County Councils in Scotland to the effect stated in the question. He does not accept this view and does not propose to recommend to the House that the Bill should not apply to Scotland.

Mr. McKIE

Is the Under-Secretary of State aware that the small burghs in Scotland in particular resent the encroachment upon their liberties which the passage of this Bill necessitates.

Mr. SKELTON

My hon. Friend is rather out of date, as negotiations between the Government and the small burghs have resulted in a conclusion satisfactory to both.
