41. Mr. KIRKWOOD

asked the Secretary of State for India if he is aware that Mr. M. N. Roy, who was convicted for a political offence, is confined in Bareilly central gaol, under ordinary criminal conditions, and is confined in a cell with several other prisoners, and is not allowed a bed, newspapers, or books; and whether he will represent to the Indian authorities that Mr. Roy should be treated as a political prisoner?

M. N. Roy has been classified as a "B" class prisoner under the gaol rules now in force in India, and is thereby exempt from the heavier forms of manual labour. The rules do not provide for any classification of political prisoners as such.
