§ Sir J. GILMOURThe planting of imported potatoes in England and Wales is prohibited except under licence from the Ministry. The prohibition is imposed on sanitary grounds, and I am satisfied that the conditions on which licences are granted afford all practicable safeguards against the introduction of disease.
