In page 1, line 23, leave out Sub-section (2) and insert:
(2) An Order made under this section which renders lawful the killing of grey seals during any part of the period specified in Sub-section (1) shall contain regulations providing for the grant and revocation of permits by the Minister or the Secretary of State and prohibiting such killing except—
