30. Mr. N. MACLEAN

asked the Secretary of State for Foreign Affairs, with regard to the recent mortgaging of a railway in Manchuria to Japan, whether the conditions of the arrangement have been submitted to the League of Nations; and, in view of the protest against the manner in which such railways have been placed under Japanese control made to the League of Nations by Chinese authorities, what action is being taken in the matter by the Assembly of the League of Nations?

I am afraid I do not understand to what the hon. Member is referring: I have no information of any such mortgaging of a railway in Manchuria to Japan.
