Sir H. YOUNGI regret that no statistics are available. The principles to be adopted were defined in a circular of 3rd January, 1930, of which I am sending a copy to my hon. Friend. I have no reason to suppose that those principles are not generally understood and acted upon. In so far as there may be unjusti- 1964 fiable divergence of practice in this or in other matters, I hope that local conferences may be effective in securing a greater degree of uniformity.
