asked the Secretary of State for Scotland why the title of Lord Provost is withheld as a proper designation for the Chief Magistrate of the City and Royal Burgh of Dunfermline?

Sir A. SINCLAIR

The right to the style of Lord Provost requires to be based either upon direct Royal grant, or upon such long prescriptive use and recognition as may be held to imply such a grant. I am not aware that such a right has ever been recognised in the ease of Dunfermline.

Mr. WALLACE

Is my right hon. Friend aware that there are only two cities in Scotland whose Chief Magistrates do not receive the designation of Lord Provost, namely, St. Andrew's and Dunfermline; and is he aware that the title of "city," as far as Dunfermline is concerned, goes back to 1395 or earlier; and will he look into this matter?
