asked the Minister of Transport what was the reason for the exchange of appointments as chairmen of the traffic commissioners between Sir John Maxwell, Northern Area of Scotland, and Mr. H. Riches, Northern Area of England?

Mr. Riches has recently recovered after a serious illness, and in view of the heavy strain of work, which the Northern Area entails, it was in my opinion desirable to meet his request for transfer to a district where the pressure is less severe. I am indebted to Sir John Maxwell for consenting to an exchange of duties as well as for acting for three months as deputy-chairman at Newcastle, in addition to his ordinary duties as chairman for the Northern Area of Scotland.
