(for Mr. JOHN) asked the Secretary of State for the Colonies what inquiries are being made into the economic and financial problems of Kenya, Tanganyika, and Uganda; and whether a report will be presented to the House?

As the answer is a long one I will with the hon. Member's permission, circulate it in the OFFICIAL REPORT.

Following is the answer:

Arrangements have been made for the following inquiries:

  1. (a) Lord Moyne is due to arrive in Nairobi this week to conduct the inquiry into certain financial questions in Kenya which was suggested in paragraph 105 (i) of the Report of the Joint Select Committee on Closer Union in East Africa. His terms of reference have already been made public; I am sending a copy to the hon. Member.
  2. (b) The services of Sir Sydney Armitage-Smith, K.B.E., C.B., an Assistant Secretary in the Treasury, have been lent to the Government of Tanganyika Territory for an investigation into the present basis of public revenue and expenditure in that Territory. He is now on his way to Dar-es-Salaam.

The following further inquiries are in contemplation:

(c) Into the questions of railway rates and railway finances in East Africa which are discussed in paragraph 46 of the Joint Committee's Report.

(d) Into the needs of the native population in Kenya with respect to land as proposed by the Joint Committee in paragraph 105 (ii).

I am not yet in a position to make any statement as regards the personnel who will be entrusted with these investigations.

The question of presenting the reports of these various inquiries to this House will be considered after they have been received by His Majesty's Government.
