§ Mr. E. BROWNMy right hon. Friend cannot find that a case of this kind has come before the Department during the last five years. He would mention that, as the law now stands, it is not essential for a councillor who proposes to become a candidate for office to resign: and it is not within my right hon. Friend's power to require him to do so.
