The main feature of the week has been further unsuccessful attempts to hold district congress conferences. As the result of one such attempt, in the Nadia District of Bengal, the police were obliged to fire, one person being killed and several injured.

Is it permissible under the terms of the Ordinance to hold any sort of conference in any part of India at the present time?
