asked the Parliamentary Secretary to the Board of Education whether he is aware that local education authorities, when proposing to appoint teachers for elementary schools, provided and non-provided, apply to the colleges where applicants were trained for certificates of fitness, and that such certificates are confidential but that they are sometimes used to the detriment of the applicants; and whether he will issue instructions to the local education authorities that where any such reports are adverse to the applicants they shall be so informed and that the reports shall be kept confidential and not disclosed by the appointing authority?

I assume that the hon. Member is referring to testimonials or other similar information given by training college authorities to prospective employers with regard to their students. I understand that such information would normally be given to the local education authorities in confidence, and the matter does not appear to be one in which the Board could properly intervene.

How can a report which is a denunciation of an applicant be a testimonial?
