14. Mr. DAVID GRENFELL

asked the Secretary of State for the Colonies whether any schemes for the extension of railways, improvement of harbours, or construction of roadways, or in connection with agriculture and forestry have been undertaken in Colonial and mandated territories since 30th September, 1931; the financial commitments or guarantees involved; and the estimated value of the contracts placed in this country, or about to be placed, consequent upon the schemes being put into operation?

I assume that the question of the hon. Member refers to schemes assisted from the Colonial Development Fund or financed by funds provided under the terms of the East Africa Guaranteed Loans Act, 1926. The information which he requires. is contained in the third interim, report of the Colonial Development Advisory Committee (Cmd. 4079), of which I am sending him a copy, with one addendum relating to a scheme approved since the publication of the report. Colonial Governments are continuously engaged in unaided schemes of improvement and development so far as their revenues permit. But I am afraid that to answer the question the hon. Member put with regard to such schemes would involve asking every Colony for a list of all work put in hand.
