asked the Minister of Health whether he is aware that certain local authorities are paying fees to doctors for vaccinating children under 12 months of age at clinics where children are left all day in charge of a matron; and if he will take steps to stop this practice?

Mr. E. BROWN

The answer to the first part of the question is in the negative, As regards the second part, this is a matter within the discretion of the local authorities. My right hon. Friend assumes that the consent of the parents or guardians of the children is obtained in each case.
