asked the Secretary of State for India whether he can now give any estimates of the increased expenditure involved by the raising of the North-West Frontier and Sind to the position of Governor's provinces and by the creation of the new Ooriya province; and by what method this expenditure will be met?

(Treasurer of the Household): The additional overhead charges directly attributable to the institution of a Governor's province are estimated at about 2¾, 1O¼, and 18 lakhs of rupees in the case of the North-West Frontier Province, Sind and Orissa respectively. Apart from these comparatively small increases in expenditure, the revenue obtainable from each of the three areas would be insufficient to meet the expenditure required for their administration. In the case of the North-West Frontier Province, which has already been constituted a Governor's province, the deficiency is to be met by a subvention from Central Revenues fixed provisionally for three years at a crore of rupees a year. No decision has yet been reached as to the future constitutional and financial position of Sind and Orissa.
