§ 3. Mr. MANDERasked the Secretary of State for Foreign Affairs whether, in view of the fact that the Chinese Government accepted the round table conference on the understanding that the conference was concerned only with the restoration of peace in Shanghai, and that all questions arising out of the Sino-Japanese conflict in any part of China would be settled in accordance with the procedure invoked by China before the League, he will give assurances that His Majesty's Government will not allow the inclusion in the agenda of the round table conference of matters not immediately connected with the restoration of peace in Shanghai and will defer all other issues for discussion at Geneva in connection 379 with the final settlement of the whole Sino-Japanese conflict?
§ Mr. EDENThe agenda for any conference that may be held on the subject of Shanghai cannot be decided by His Majesty's Government alone but must be settled by discussion and agreement between the participating Powers. But, as I stated in reply to the hon. Member for Caerphilly (Mr. Morgan Jones) on 26th May last, any such conference will be governed by the principles laid down in the Assembly resolution, and no such conference would be possible without the participation of China.
