12. Mr. ROSS TAYLOR

asked the Home Secretary if he will recommend that the terms of reference should be enlarged of the Royal Commission inquiring into the laws regarding lotteries and cognate matters so as to give them power to advise the Government as to the desirability, or otherwise, of issuing national premium or other bonds of a like nature?

Sir H. SAMUEL

It is for the Royal Commission themselves to interpret their terms of reference, but I am advised that they are sufficiently wide to permit the Commission to consider the point to which the hon. Member refers, should they consider it desirable to do so.

Mr. TAYLOR

Does not the right hon. Gentleman think that the issue of such bonds would greatly facilitate loan conversion operations?

If the hon. Member asks for my personal opinion, it is in the negative.
