§ Mr. PYBUSUp to the present a free copy of the highway code has been issued to every driver of a motor vehicle with his driving licence, and any member of the public can obtain a copy for one penny. I understand that the first edition of three million copies is practically exhausted and that arrangements are being made for a reprint. I am considering what steps can be taken to bring the provisions of the code to the knowledge of a wider public.
