52. Mr. SUTCLIFFE

asked the Financial Secretary to the Treasury in view of the difficulty experienced by many business firms in understanding and answering the questions contained in the forms required when making application to the Import Duties Advisory Committee for additional duties, he will represent to the Committee die necessity of issuing simpler forms for this purpose?

I understand that the Committee do not require applications for additional duties to be submitted in a particular form, but applicants are supplied with a list of heads of information for their guidance in furnishing a reasoned case on which the Committee can base their consideration of the application. Should an applicant experience any difficulty in understanding the Committee's questions, I am certain that the Committee will be ready to explain them to him.

Is the Financial Secretary aware that many small firms who are not members of trade organisations have experienced great difficulty in this matter?

Difficulties in the initial stages of this scheme are, I am afraid, inevitable, but I am sure that the committee will themselves afford the utmost assistance to small firms and others who find it difficult to grasp the precise bearings of any questions which may be put to them.
