HC Deb 12 July 1932 vol 268 cc1259-60

  1. —(1) Sub-section (7) of Section forty-four of the Widows', Orphans' and Old Age Contributory Pensions Act, 1925, (which Subsection relates to the reckoning, for certain purposes, of insurance in Northern Ireland and contributions paid in that country) is hereby repealed.
  2. (2) For the purposes of any financial adjustments to be made under Section thirty-three of the said Act, this Section shall be deemed to have come into operation on the same date as the reciprocal arrangements first made between Great Britain and Northern Ireland under the said Section thirty-three.

Mr. DEPUTY-SPEAKER

I have to draw the attention of the House to the fact that the Amendment raises a question of Privilege.

Motion made, and Question proposed, "That this House doth agree with the Lords in the said Amendment."—[Mr. E. Brown.]

Mr. BUCHANAN

May we have a word or two of explanation on this Amendment?

The PARLIAMENTARY SECRETARY to the MINISTRY of HEALTH (Mr. Ernest Brown)

I only wished to consult the convenience of the House. There are certain reciprocal arrangements between Northern Ireland and this country for insured persons who may at any time work part of a period in Northern Ireland and part in this country. The Clause to be repealed was inserted in the original Bill of 1925 before it was known whether Northern Ireland would or would not adopt that Bill. Northern Ireland did adopt it. The Clause subsequently introduced into the Bill of 1925, which is now Section 33, overlooked the fact that it was necessary to repeal Sub-section (7) of Section 44 and now an adjustment is being made.

Question, "That this House doth agree with the Lords in the said Amendment," put, and agreed to.

Mr. DEPUTY-SPEAKER

A Special Entry will be made in regard to this Amendment in the Journals of the House.
