asked the Prime Minister whether his attention has been called to a speech by the Lord Privy Seal at the Victoria Hotel on Thursday last, in which he stated that the failure of the policy of Protection was unmistakably clear everywhere, and that it had not realised one of the expectations that the people were led to believe would follow from the imposition of tariffs; and whether, in view of this statement, it is the intention of the Government to change its fiscal policy?

The answer to the first part of the question is in the affirmative, and to the second part in the negative. In this connection I would remind the hon. and gallant Member of the Debate in this House on the 8th February last.

Does the Lord Privy Seal make this kind of speech as a Member of the Government or in his private capacity?

I suggest that one of my hon. Friend's Noble Friends should ask the Lord Privy Seal that in another place.
