I have been asked to answer this question. I understand from the British Broadcasting Corporation that the talk was planned as a serious contribution towards the elimination of this method of warfare, and would have been so expressed. In view, however, of international discussions now proceeding at Geneva, I have been informed that it has been decided not to proceed with the talk. The question of a permit does not therefore arise.
