As the bulk of the labour already engaged for the Exhibition was not recruited through the Employment Exchanges, I am unable to furnish the desired information.

Sir M. BARLOWThat is so, so far as the applications are made through the Employment Exchanges; if they are not made through the Employment Exchanges, we have no means of dealing with the matter.
