(by Private Notice) asked the First Commissioner of Works whether the Red Dragon, the Welsh national flag, is to be hoisted at Carnarvon Castle to-morrow, St. David's Day, and what are the rules governing the hoisting of flags on the Royal Castles?

The answer to the first part of the question is in the affirmative. As regards the latter part, castles appertaining to the Crown, which are not in the personal occupation of His Majesty, follow the normal rule for all Government buildings, namely, that the Union Jack only is flown on a specified list of days which does not include any of the national saints' days. Exceptions to the general rule have, however, been made in certain instances, of which Carnarvon Castle is one. Since 1922, the Union flag has been flown on the western tower and the Dragon flag on one of the eastern towers of Carnarvon on S. David's Day each year, and I am not proposing any changes in this arrangement.
