asked the Home Secretary if he will consider introducing legislation to require that a society or individual acting as agent for the adoption of children should hold a licence granted by him?

Sir H. SAMUEL

I have so far seen no evidence to show that such legislation is necessary.

Mrs. TATE

Is the right hon. Gentleman aware that there are in this country individuals and societies sending these children out of the country in return for gifts of money, and does he not think that legislation is necessary?

Sir H. SAMUEL

I shall be very happy to consider any facts which the hon. Lady may be able to lay before me, but I am not sure that legislation would be an effective means of preventing abuses of that kind. However, I shall be most happy to consider the matter further.
