asked the Minister of Labour what advice is given by Employment Exchange officials to a person disallowed benefit on the grounds that she did not satisfy Article 1 (2) (a) of the Economy Order and who is refused the right to appeal in order that she may secure restoration to the unemployment register and benefit; and whether in these cases it is customary on the part of the manager of the exchange to refer applicants to the public assistance committee?

Applicants who fail to satisfy Article 1 (2) (a) of the Order cannot obtain transitional payments and therefore a reference to the Public Assistance Authority under Article 1 (2) (b) would be of no effect, although in order to avoid delay cases are sometimes so referred before a decision has been given under Article 1 (2) (a). This latter decision is given by the Statutory Authorities with the usual rights of appeal and the exchange follows the same proceedure as hitherto in such cases.
