asked the First Commissioner of Works if he will intimate the instructions issued to the keepers in the royal parks in regard to the enforcement of the speed limit?

The enforcement of the speed limit in Hyde Park, St. James's Park and Regent's Park is undertaken by the police. In Richmond, Greenwich and Bushy Parks these duties are assigned to park keepers, who follow the methods adopted by the police for enforcing speed limits. They have instructions to time motor cars over measured distances at certain times, and to take particulars of all cases in which the speed limit is appreciably exceeded.

Have the keepers no responsibility with regard to the speed limit?

The responsibility in the inner parks is on the Metrapolitan Police. I understand that on occasions the police get the assistance of keepers, but the responsibility rests with the police.

Have these park keepers, where they have power at all, the same powers as the police about stopping traffic, inspecting licences, and so on?
