asked the President of the Board of Trade by what statutory authority the Comptroller-General of Patents has issued rules concerning the payment of renewal fees in respect to the 15th and 16th years in the life of a patent?

The rules prescribing payment of renewal fees in respect of the 15th and 16th years of a patent were made by the Board of Trade with the approval of the Treasury on the 25th February, 1920, under the authority conferred by Section 65 of the Patents and Designs Act, 1907. These fees have been continued by new rules made on the 25th October, 1932, by the Board of Trade with the approval of the Treasury under the same statutory authority.
