I beg to ask leave to move the Adjournment of the House for the purpose of discussing a definite matter of urgent public importance, namely: The making by the Treasury of the Additional Import Duties (No. 1) Order which is to come into operation at midnight tonight, on the basis of the recommendations of the Import Duties Advisory Committee, made without due regard to the provisions of the Statute in that behalf, and to the assurances by His Majesty's Government in this House.

Mr. SPEAKER

I am afraid that the hon. and gallant Member's Motion does not come within the definition of a Motion of this kind under Standing Order No. 10 and, therefore, I cannot allow it.

May I point out that this is the last opportunity we shall have of discussing this matter before the Order comes into operation, and we desire to raise the point of the inadequate inquiry which has taken place.

May I respectfully make this submission to you: that this matter is urgent. I submit that that is clear from the fact that the Order is designed to come into operation at midnight to-night. I also submit that it is a definite matter, and that I have made this clear by the wording of my Motion. It is the making by the Treasury of an Order under the circumstances set forth in my Motion. I respectfully submit that I bring myself within the conditions of the Standing Order of the House as to this being a matter of urgency and being definite and specific.

What the hon. and gallant Member has said has not altered my opinion that his Motion does not come within the Ruling of Standing Order No. 10.
