Resolution reported, That it is expedient for the purposes of any Act of the present Session to make further and better provision for the protection and welfare of the young and the treatment of young offenders, to amend the Children Act, 1908, and other enactments relating to the young, and for objects connected with the purposes aforesaid, it is expedient to authorise the payment out of moneys provided by Parliament of such sums on such conditions as the Secretary of State, with the approval of the Treasury, may recommend towards any expenses of a council of a county or of a county borough, or a large burgh in Scotland, in respect of remand homes.
