asked the Minister of Transport how many appeal cases have been heard against the decision of traffic commissioners since the passage of the Road Traffic Bill; and how many appeals have been successful?

Mr. PYBUS

I assume that the hon. Member refers to appeals lodged under Section 81 of the Road Traffic Act, 1930, against decisions of the traffic commissioners in regard to licences and certificates. The number of appeals of this nature which have been heard is 76. The decisions of the Traffic Commissioners have been upheld in 41 cases, and the parties have been informed accordingly. In seven other cases I have reached decisions which will be announced immediately. In four of these cases Orders have been made on the traffic commissioners.

Is it possible, when once a decision has been taken by the Minister, for it to be reconsidered?

Will the Minister instruct the traffic commissioners to try their cases according to rules of evidence, and not own rough knowledge or freely?
