It is now estimated that as a result of the Government's proposals, there will be a saving of £7,123,000 in the first full year, as compared with the figure of £9,400,000 given on page 5 of the White Paper (Cmd. 3952).

Are we to understand, then, that, as the result of the right hon. Gentleman's policy, the Budget has become unbalanced again?

Are there any offsets against these economies; is there any increase in the obligations of the Government which will come into the Budget?
