asked the President of the Board of Trade whether he will take steps to balance our trade with the Soviet Union?

Mr. RUNCIMAN

As the Under-Secretary of State for Foreign Affairs stated yesterday in reply to a question asked by my hon. Friend the Member for Chislehurst (Mr. Smithers), the special question of our commercial relations with the Soviet Union is one on which it would be premature to make any statement while the wider question of our trade balance is under consideration.

Having regard to the right hon. Gentleman's well-known views on luxuries, will he take some steps to prohibit or put a high tariff on the importation of caviare?
