42. Mr. MACLEAN

asked the Secretary of State for Scotland whether he proposes to put any of the recommendations of the committee on hire purchase into operation; and, if so, when?

I have considered the report of this committee in consultation with the Lord Advocate. Legislation would be necessary to give effect to the recommendations of the committee, and I hope to be able to announce the Government's policy at an early date.

Mr. MACLEAN

Can the right hon. Gentleman assure the House that he will be able to introduce that legislation before we rise for the Christanas Recess?

Sir A. SINCLAIR

I cannot give any assurance until the matter has been considered. If the hon. Member will repeat his question, I shall be happy to give him an answer.

Mr. MACLEAN

When would the right hon. Gentleman like me to repeat the question? In a week or a fortnight?

Sir A. SINCLAIR

In a fortnight.

Mr. BUCHANAN

In the meantime, is the right hon. Gentleman considering the suggestion that an increased charge should be made for keeping these prisoners in prison, seeing that the present charge does not meet the cost of maintenance?

Sir A. SINCLAIR

I am afraid that the present charge is fixed by Statute, and cannot be altered.

Mr. BUCHANAN

Is the right hon. Gentleman not aware that the last Secretary of State for Scotland slightly increased it, and that the Secretary of State for Scotland has power to increase the charge if he deems it desirable?

Sir A. SINCLAIR

I am afraid that the hon. Member is mistaken. I have no power.
