asked the President of the Board of Trade if he will institute an inquiry under the Foodstuffs (Prevention of Exploitation) Act as to whether the percentage fall in retail prices of proprietary and/or non-proprietary chocolate and cocoa products corresponds with the fall in the wholesale price of raw cocoa since 1915; and, if not, will he take immediate steps for the protection of the public?

The Act referred to would not apply to the kind of case that my hon. Friend has in mind. I may add that on such information as is available it would appear that over the period mentioned the actual fall in the retail price of cocoa has been greater than the fall in wholesale price.
