asked the First Lord of the Admiralty whether steps are taken to encourage lieutenants and lieut.-commanders (ex-mate) to apply for permission to specialise in gunnery, torpedo, navigation, staff duties, etc.; and how it is that so few of these officers have attempted to specialise recently?

There is a standing Admiralty instruction to Commanding Officers to give every encouragement to suitable ex-Mates to put their names forward to specialise. It is not known why so few of these Officers attempt to specialise, but it is hoped that the position will be remedied under the revised scheme about which my right hon. Friend the First Lord made a statement yesterday.
